Not for the snapshots, they don't deploy snapshots there.

Once we get a 0.3 released properly it'll go over to the m1 repo and
should end up on the m2 one.
Oh, i thougth 0.3 was released as this is stated at: http://jakarta.apache.org/commons/discovery/ "Javadoc (0.3 release)"
