You pose an interesting point.  Seemed to have missed that dialogue but input 
and guidance from those concerned would be of interest.

So my simple understanding is that we are, have been and are still breaking the 
law.  

If so the best person to shine light on this would be the legal council and not 
chair or should I say legal council through chair.
