You are assuming a fact not in evidence here. Namely, you are assuming that 
they are advertising and searching ONLY in their “tiny personal network”.

If that is the case, then I agree there is malfeasance. Not in reaching out to 
their personal networks (which I don’t think are so tiny in many cases), but in 
failing to reach out to other potential sources in addition to their personal 
networks.

Do you have any evidence or reason t believe that is the case, or are you 
simply casting aspersions because you choose to do so?

Ones own network is limiting only if one limits ones self to ones own network 
exclusive of other alternatives. There is no reason not to encompass both in 
the search for qualified candidates. Indeed, I see it as the duty of the noncom 
to tap into all reasonable possibilities for finding qualified candidates. I 
have no reason to believe that is not what they are doing. Do you?
