Please just send your message to the JMeter "user" list only. There is no need to also copy this "community" list.
Please review this page for the purpose of "community" list: http://www.apache.org/foundation/mailinglists.html and other useful instructions about mail lists in general. Normally the list that you want to start with is the "user" list of the relevant project, in this case JMeter. There is also no need to send to the JMeter "issues" list. As explained earlier, its purpose is for reading the notifications from their issue tracker.
