The package manager of openembedded (at least for most oe projects)
is "ipkg".
Of course you can send ipkg-packages via email and if I remember
correctly it is also possible to sign packages.
So everthing you demand is already there.

I would much rather have a package manager (think apt) than something like
that. And OpenEmbedded already provides that, from what I understand.
