I forgot to mention, with the modules I have looked at and also worked with, you send a command over the serial port to switch bands. That is all. Regarding the board design dilemma, I suppose that means the antenna as is probably part of the pcb board is not tuned to be quad band. It must be possible because thousands of other phones work that way.
