If you are going to contribute as an actice developer, then I recommend you
to subscribe [email protected], which is the general list for
technical discusion about Matterhorn.

I'm not sure of what you mean by "initial steps". The relevant info of any
bug/task should be included in the corresponding ticket and, unless there
is a topic you want to bring to the attention of the general public, you
should use the comments in Jira to ask the person who created that ticket
for relevants pieces of information that you think are missing. Even though
you are not a committer, and therefore you can't submit changes to the code
yourself, you can still attach your patches to the ticket and ask somebody
with commit rights to submit it instead.

That being said, I think there's already a patch attached to this ticket,
so perhaps you should look for another one. Once you have found one
unassigned, assign it to yourself and start working on it.
