It is OS independend that you have this box that allows you use PCIe cards in this box but their speed even if they are 16x they are reduced to 1x PCIe speed (=2.5Gbit/s). HDMI is specified even in the oldest version for 3.96Gbit/s (in the lates version even up to 8.16Gbit/s). So you will probably not be able to capture a HDMI signal even if you can setup such a system technically. But feel free to test this, I would be curious if it works. For me it is too expansive to test this.

By the way USB 3.0 is 4.8Gbit/s and Thunderbolt is 10Gbit/s and probalby quick enough. So if you find your external case with these interfaces it might work better, but I doubt that they are still OS independent then.

I tried the USB3 version. Unfortunately it has only Windows drivers and
will not work on a notebook with ExpressCard slot, as it demands a
faster connection than PCIe 1x, which ExpressCard only offers. You could
use a recent notbook with USB3 on-board, but still you will be
restricted to Windows (or MacOS with the Thunderbold version).

A custom enclosure would be needed though since the construction seems quite
fragile.
