With my APT developer hat on I can happily say that APT is supporting http redirections since 2009 (0.7.21 – released with squeeze in 2011, currently Debian oldoldstable; well outside any support by now). btw: The httpredir.debian.org service is based on redirections, so if you really feel like testing there you go.
