Pardon my dismissiveness, but SCREW cygwin. Just set up a virtual debian machine using sun's virtual box and you will see performance as it was meant to be....This is how I run sites I'm developing on my windows server and it works beautifully. It also makes deployments work exactly the same on the development server as they do on the production server (all automated with capistrano.)
"in the field" performance is very good, IMO. I did a 30-user concurrency load test recently with a lightly loaded production database and page loads were averaging 0.6 seconds when traffic peaked. This is on a very meager Debian virtual host with only 384MB of guaranteed RAM.
