There's parts of CE that seem a bit sluggish for me as well.. I ended up doing a trial of an app performance tool from new relic, and it flagged the activities/tagging cloud footer, and the stylesheet loading modules as a lot slower than anything else in the app... I commended about it a bit ago, did anyone ever try the same?
--- I ran across an interesting tool that I thought i'd share as I've seen a few posts in the past regarding CE performance. http://www.newrelic.com/ They have a free version and even gave me a week trial for full thing when i signed up. There is just a TON of information the tool exposes. It even takes a stab at baselineing CE against a performance index so you can see what controllers are a little slower than others.
