Well, CE already has e-mail notifications for new posts on Forum topics that
you follow. So you'd just have to build in the functionality to reply to a
notification e-mail with a topic reply. This isn't terribly hard; you just
need a way of identifying both the CE user and the forum topic from looking
at the e-mail reply, and you need to make Rails accept incoming e-mail (also
a largely solved problem, just Google 'incoming e-mail with Rails')

That's functionality that could easily be pulled out into a CE plugin (I'm
sure others would love to use it)

Well, that's true, but then you're managing both CE and some other mailing
list software, and trying to integrate them; yuck.

If it were me, I'd just write a CE plugin that adds the ability to reply to
a forum topic email-notification by responding to the e-mail.
