It sounds like the "enable2*" line is pulled low, which makes the SWIM chip
think that external floppy has a disk.
Check for debris on board that shorts pins on the 20 pin dip and also pin
19 of the SWIM chip (UJ11).

Just for grins try booting with the internal floppy disconnected.
