2.4kbps would be 2400 baud. These days the last time I tried that speed (just for fun), stuff timed out before enough data got through. 9600 is really the practical minimum, and even that is pushing it.
Modems 28.8k and less are dirt cheap, I'd pick one of those up before trying to make a 2400 baud modem work. Also make sure TCP/IP is set up correctly and try a ping software. 2400 baud ought to be enough to at least ping.
