Awhile back I set up a 1.44 meg floppy image with MacTCP intended for a web server. It might be possible to hack it up a bit more and get MacPPP installed with it too. But that's a 1.44 meg floppy, and there still wouldn't be room for Eudora. Would take some finagling with RAM disks. Can a Plus boot from RAM disk?
