Patrick,

That is EXACTLY how my SE/30 behaves when the motherboard needs cleaning (again).  
It's apparently caused by a sticky chemical substance leaking from the old capacitors, 
mixing with ambient dust, and causing an undesirable capacitance effect on the board.  
I'd be willing to bet that if you removed the motherboard, cleaned the entire surface 
carefully with alcohol-moistened Q-Tips (especially around the small metal can-shaped 
capacitors), your SE/30 would come back to "life" when you re-assembled it.  I have to 
clean mine about every six months.  I'm sure that some day, the capacitors will have 
to be replaced.
