B'lieve that's a hardware *modem-based* router.  The phone line is for the
modem-out and the Mac serial connector, IIRC, is a LocalTalk connection.  I
think it has a built-in modem and MacIP router for a nice all-in-one package,
notwithstanding its undoubtedly atrocious speed.
