But if both internal and external drives are troublesome, that might 
suggest a problem with the floppy drive circuit on the main logic 
board. Before concluding that, you could try booting from an external 
HD, then trying to create new floppies on the Plus itself.

If that fails, your friend will have to decide if he's up to 
component-level repairs as guided by Pina. :-(
