This was an issue for IIci motherboards starting about seven years 
ago.   The goo which leaks from the capacitors is corrosive.   After 
cleaning, hunt around for eroded/cut traces on the circuit board. 
Also, solder joints where the chips or other components are soldered 
down may have been eaten away.   On my IIci there was a solder filled 
via (little copper lined hole which connects trace on front of board 
with trace on back of board) which the goo had eaten away so that it 
was no longer connecting its two traces.   Bypassing the corroded 
conductors with a bit of wire will usually do the trick.  This may 
require some meticulous examination and the use of an ohmmeter on 
your good board.   I found it was easiest to figure out the end 
points of the corroded traces and to attach the wires there (where 
there were already solder joints) rather than trying to expose enough 
trace to solder a wire to.
