No. One of the cleaned up boards worked well and is back in service. The second 
demonstrates this odd inability to arbitrate RAM during startup. The third does 
nothing. A good and controllable raster is displayed, but no cursor, no happy Mac, no 
sad Mac, nothing. These problems goes with the boards. I will be trying John Snook's 
suggestion of swapping in known good ROM DIPs (=P to you -p) :)). When a board such as 
this is beginning to look like rubbish, I become fearless about sliding tiny 
screwdriver blades under things to pry them off of boards.
