It's a factory wire.

I have two of them with that wire, but mine are different part numbers than
yours. I would be willing to bet the wire goes to the same place(s) on your
cards but I haven't the slightest idea how to tell you where because I
don't have a camera. But I could draw a little ClarisDraw picture. But
first, see below.

First, just mate the daughter card with the PDS card that doesn't have a
loose wire.
See if that works.
If it doesn't it may create a different trading situation.
