The "2W" jumper in the middle might be a clue. Accelerators made by Novy 
had these to indicate whether 2 wait states were required for onboard 
memory access. If you had 70ns or faster RAM you would remove the jumper 
and go faster.

Novy had deals with with various distribution outfits using different 
names, so it wouldn't surprise me if they did not label boards as their 
own.

If the other side has a long, narrow chip clip, that could fit over the 
processor of a Plus. If there is a square chip clip, it could fit over 
the 68000 in a Classic, and could not be properly installed in the Plus 
where it was found. The size and shape of the board suggests a Classic 
accelerator.
