I live in the High Desert of California. My proven method of cleaning dingy
cases is, and HAS been, to dismantle the Mac completely. Taks the case
halves and spray them with CLorox Cleanup, a good kitchen cleaner with a
detergent, bleach and surfactant.

I spray, let sit in the sun for half an hour. I repeat this for up to 10
times.

On the last spray, I grab a Teflon-Pan sponge and scrub the case halves all
over, rinsing under clean water to remove the residual salts of Chloride.

A Floppy disk will do what you see when the head is dirty, or the carriage
is dry of lube and doesn't drop all the way down.

On rare occasions, it's a sign of head failure. But if you get those case
halves apart, you should remove the floppy drive and check it for dirt and
filth.
