My take and priorities:

1. Agreed that the lem swap list is no market for 68k
or compact stuff any longer. 

2. I think that it would improve the compact list to
allow trade discussions, since it really would be
primarily about trading and keeping thing in
circulation. None of this stuff really has a dollar
value any longer.

3. STRONGLY feel that restricting the swaps to only
Compacts is too limiting. A lot of components, such as
rom chips from an si, or Mystic motherboards, directly
contribute to upgrading Compacts. I think the rule
should be: if it works inside a Compact or Color
Classic or LC 5xx form factor, or is software that
will work in system 8.1 or below, it is legal for
swapping.

4. There are already too many lists! They are hard to
manage. I would not subscribe to another 68k-only
list, but I would be more active on the compact list
if swapping was permitted.
