I think the SE/30's processor generates enough heat to make it neccessary to have a fan. One solution that perhaps will fit you is to use a speed control for the SE/30's built-in fan, like those used nowadays in PC boxes (the heat and the noise generated by the fans is getting quite a problem in the PC world - so Jobs was, as ussual, right with it fanless computer vision). Another solution would be replacing the fan with a bigger one rotating at low speed (like the ones in the back of the G5) - but I don't know if it would fit in the small SE/30 case...
The mac would be the only computer that needs a fan on a 030 then.
Aluminum cases are used as heat sinks for a few fanless pc's.
As video cards continue to become several different ways of using the fan and decreasing the noise have been developed.
