Prior to System 8.0, Apple only provided a way to display desktop patterns. If you want to display full pictures on your desktop you'll have to use Deskpicture or Decor. If you're running 7.6, (I haven't tried it with 7.5.3 or 7.5.5), you can use O.S. 8's Appearance Extension, not the control panel, and get a Copeland look with the bonus of newer desktop patterns and Desktop Pictures, too, I think, if you load that folder into your System Folder.
