The cord is definitely good. There is a "Power Out" outlet on the
back wired through the main "Power In" and I can run the Plus and
hard drive through that outlet.

Just an idea, can you perform a continuity check on the power cord, by
chance could it have been on it's last wire and flexing broke it? Is it
permanently connected at the monitor, or can it be easily swapped for a
known-good cord?
