I don't think so. A bad tube filament won't prevent the monitor for powering on - it would only prevent it from showing a picture in the screen, but all the rest of the monitor would work just fine (and the power on light would lit). Other possible cause is that the tube's neck has been broken (you know - the "hiss of death"). It ussually is the little end that is near the neck's pins. You would need to remove the small curcuit board at the end of the neck and inspect the little piece of glass behind it. But I don't believe that a broken tube would prevent the monitor from turning on, either... The most probable cause is a broken wire or a cold soilder joint (probably in the power suppy) that was broken during a transport. An skilled TV repairman might be able to follow the power paths and signals on the circuit board and find where the problem is.
