Apple provides System 6.0.8 as a free download at:

Be sure to grab the 800 kB version (this version is on 4 disks).
As long as you have Mac OS 9 installed, you can extract these files.
You may need to use DiskCopy 6.x to read the disk images. Getting
them onto useful media is the real trick. You need to install it
on 800 kB floppies or to a SCSI hard drive. As far as I know, you
cannot get the former for an eMac and you may not have the appropriate
adapter for the latter.
The cheapest way to solve this problem is to have a less recent Mac
to serve as a bridge, or to get the disks from somebody else. I
am willing to send you a copy if you can cover the postage. It may
be System 6.0.3, because I'm running low on originals and don't
feel like playing with Apples' lawyers. :-( I can even throw ZTerm
on a disk, so you can transfer files between the computers via
serial or modem.
