The basic upgrade had a 68000 on board and provided a SCSI port and the eight SIMM sockets but RAM was still limited to 4 MB.

I remember back when I was a teenager and saved up for months just to add this upgrade to my first Mac (512Ke). Upgrading to 4Mb of RAM made Multifinder a good option, and even worked decently with System 7! The only drawback of this card is that the SCSI port wasn't a standard SCSI interface. For some reason, the SCSI port only supported a single SCSI drive, and not the typical 7. This made it very difficult to transfer things from my CD-ROM drive to a 40Mb external drive I used. :-) Ahh well, it was still much better than using a dual 800k floppy configuration.
