I think your problem is more with the hardware than with the software. Pre-1.44 Mb 
floppy
drives (the ones used in the 128k, 512k/e, Plus and the first SEs) use an special 
schema in
order to write 400 kb per side (800 kb for a two-sided disk). The problem is that newer
(i.e., USB-connected) drives are really based on PC drive mechanics that can not read 
that
kind of diskettes (they only support writting in double density disks with a different
schema that allows not 400 kb, but 360 kb per side, or 720 kb for a two-sided disk). 
You'll
need to get a Macintosh with a built-in disk drive - with it, I think that even OS X 
will be
able to read 800 kb disks.

Other problem would be older one-sided 400 Kb disks (used only in the 128k and the 
original
512k). They are written using an older filesystem, the MFS, instead of the newer, more
widely used HFS. I think support for MFS was removed in about OS 9, but I can't say the
exact version for sure.
