I'd suggest System 6.x for both machines - all you want to do can be done with System 6, and System 7 is really slow in 68k machines (specially when booting from diskette - it can take ages to take you to the Finder!). I'd use System 6.0.8 with MultiFinder for the 4 Mb machine (very useful when you want to use both a word processor and a paint program), and an stripped System 6.0.3 for the 1 Mb machine. Make sure you do an install specific for the Plus (it will "weight" less than a "for all Macintosh models" install), and strip any extensions/CDEVs not used. This way the system will load faster, there will be more free memory and you'll have more room on the disk for applications and documents.
