I used this website for some stuff for my Macintosh Plus, maybe you might find some stuff here: http://www.euronet.nl/users/mvdk/system_6_heaven.html I formatted 720k PC disks, on my Power Macintosh with OS9 to 800k disks, if you can find those you can probably do that. I dont know exactly about 400k disks, perhaps you can format 320k PC disks to 400k, if they exist.
