So...If I hand-washed it, would I use a sponge or just let it run through the water? Soap or no? And how do I check the power supply voltage? (sorry, I'm a 13 year old and this is my first experience with an SE)

Well, I see dishwashing as a last resource. I would first try the obvious
things: reseating the ROM chips and the RAM SIMMs, replacing the SIMMs with
known-good ones, measuring the power supply voltage (it must be between 4.95
and 5.05 V.), and trying to power on with the hard disk and/or the floppy
drive unconnected. If all else fails, you can dishwash the motherboard with
cold water (I think hand-washing is better) and letting it dry for two days.
