An SE has the same CPU as the first ever Mac - an 8MHz 68000.
Alex, there is a discontinued accelerator card from Sonnet Tech, the "Allegro" that upgrades the SE to 30MHz 68030. The card also adds the possibility of installing 4 4M RAM modules. I have it and it's been working fine for many years running OS 7.5.5. I don't use internet, but I'm sure you you could do some browsing with it.
I've seen a couple of Allegro cards for sale at eBay a couple of weeks ago.
