This is, of course, repairable. You would test all the usual
suspects on the motherboard and power supply board.

In this case, I'd pull the boards and look them all around
for signs of water-traces from standing in or poured-upon; or cracks from
heat or stress. Look over the components for "leg" damage. Brush them
with a wire brush to remove corrosion.

Check the memory by removing and replacing it. Check the power supply's
output voltage.

If second-hand supplies are available, I would replace the motherboard,
and  the analog, or power supply, boards.

There are still lots of SEs about. And they're still great little Macs to
have. There's one in my living room along with a Classic. They both are used
nearly daily to sort, test, repair and catalog old software on floppies.
