Actually, if you open up TCP/IP there is anitem in the edit menu for user
mode. Select "Advanced" and you get a box in the lower right called Options....

Click that and then unselect the option "Load only when needed".

That makes TCP/IP active all the time. You can then switch back to Basic
user mode if you like.
