You cannot use the extra memory for much other than a RAM disk until you 
turn on Mode32. But absence of Mode32 won't prevent the SE/30 from 
booting, so you had some other problem when you inserted the 4x16M SIMMs. 
You waited plenty of time for the power-up RAM test to finish, didn't 
you? And I've used Mode32 with System 7.1.

To make an SE/30 running 7.1 a server to an OS X 10.2 client, you have to 
replace the SE/30 File Sharing Extension with version 7.6.2 which comes 
with System 7.5.3. Then on Jaguar you have to turn AppleTalk on in both 
System Preferences-Network and Utilities-Directory Access. I've actually 
done this with Jaguar; don't know about Panther.

Making OS X a server to old Mac clients can be more difficult. 
SharePoints was the way to go on OS X but it seemed that each new system 
revision mucked it up. On the old Mac you typically need to upgrade the 
AppleShare extension.

On 68030 Macs, I prefer 7.1 with various upgrades over any later 7.x
