Just played around a bit with on old FMPro2.1 file to see what might be done. There doesn't seem to be any "obvious" waw to import or convert the file to a format useable by AppleWorks 6. The "easiest" way I found is to open the file in FileMaker Pro 4. Formats and data are converted directly.
Exporting the file from FMPro 2.1 to a .dbf file seemed logical, but AppleWorks doesn't seem to have a means to import such a formatted file. I expect one of the problems is tha AppleWorks has rather small (at least for text fields) size limits. Even if I save the file as a comma delineated text file, create an AppleWorks database file with the proper number of fields and then import the text file, fields that exceed the allowed length for an AppleWorks file are truncated. I suppose that if one had the time and inclination, and if the files to be imported had relatively small fields, one could save them as text files and create corresponding database files in AppleWorks and import the files. Still, one is left with the chore of formatting the files to make them have a useable appearance in AppleWorks. Can be done, fun NOT! I suspect that FileMaker Pro 2.1 will run under Classic (at least it seems to run fine under OS 9.1.
