If you can't even boot, that's not going to be very easy :)

Here's a way to do it: connect all the scsi cables, but not the power 
cable to the problem drive. Boot the 68k Mac and start the formatting 
software. Now apply power to the drive. Then have the formatting program 
re-scan for drives. It should now see the drive as a hardware device, 
while the OS will not attempt to load and run the PowerMac disk driver.

Or you can just run Apple HD SC Setup (not Drive Setup) on a PowerMac, 
since this older program always installs a 68k driver when it formats a 
drive.
