I haven't followed this thread as well as I should, but have the
folks with the problems checked their power supply output to confirm
that their logic boards are getting good 5V? With age these old
power supplies sometimes slip down to lower voltages, and at some
point, too low voltage creates weird symptoms in semiconductors.
I've had a couple of Pluses that when the +5V was too low an
increased load on the +12V, such as the floppy drive starting, would
cause the under-voltage protection circuit to engage. This causes a
restart. So the computer would start up, spin up the floppy, drag
down the 5V, reset, spin up the floppy and so on. Tweaking the power
supply voltage adjustment so that 5V is 5.00 V fixed it.
So, AFAIK, if the voltage gets too low you'll know it with a cycle of
bong, floppy startup...
