Why is this marked as invalid?
1. This affects the default configuration of Ubuntu.
2. It is exceedingly ugly.
3. The fix is a trivial configuration change: replace "any" by
"!name=gnome-panel" in "Window Decorations" options.
This looks like a prime candidate for a paper cut.
