The problem also occurs when opening eog from gnome-terminal. I solved it by reducing the focus stealing prevention level in compizconfig settings manager.
I also spotted this problem on openSuse under KDE 3.5.9 (with kwin as window manager), when opening eog from either konsole or konqueror. I tested a few other gnome utilities (gedit, fileroller, evince) but they don't have this problem.
