I've been experiencing it for a long time (using emerald), but the issue is so benign that I never bothered filing a bug report. After restarting compiz, sometimes the window controls are gone (mostly for the active window), but a maximize/unmaximize remedies it.
By the way I think saying stuff like "Just say no to Unity" is a little shortsighted. Everyone has the right to decide for himself.
