It would be very nice to always use the latest version, if previous bugs 
are fixed and if there are new features worth using.

But I think we should only decide to update the requirements just before 
we begin a new cycle, and not in the middle or at the end of the cycle, 
so that people are prepared. And provide strong reasons for the change, 
not just "possibility to use DateTime". And also provide a list of fixed 
PHP bugs which should justify the bump.
