Protected contents is really common within companies not really for
copyright but for more legal and specifid purposes.

Here is one use case (we had it last week, again) :

You are a big company with a few subsidiaries/partners, you want to publish
a document, that give specific selling orders, like "you have to sell
X tons of this product, if this is not done we will fire you bla bla bla".

The case for protecting the PDF here would be to avoid legal issues
with the subsidiary which could edit the document and reduce the number
of products to sale and after that says that it is the original document.

As you can see, this is not related to DRM or anything else.
