That depends on strength. Between a 20 and 22 kyu, it is even lower. But in professional play Daniel should be right. Note that 2 steps means 2 stones handicap. It is clear that in

Yes, I was talking about the range where most of the (amateur)
GO player are, say between 9kyu and 5 dan.
What increases (decreases) towards weaker (stronger) players is
the standard deviation, not so much the winning likelyhood of
a player of rank=X vs. rank=X+2.
