I agree, there seems to be a problem with this model. Broadly speaking there are two types of candidate player for a tournament, we'll call them laptop and cluster candidates.

Cluster candidates are happy with existing tournaments as they can max out on hardware. What motivation do they have to enter a tournament which limits their hardware? The hardware bar needs to be high enough to not put them off or they will not want to compete.

Laptop candidates seem happy enough with existing tournaments but do have an interest in a level playing field. However, if the hardware bar is high enough to make the tournament interesting to cluster candidates then it becomes uninteresting to laptop candidates since the level playing field has disappeared.

So, whatever level you place the hardware bar one group or the other will be less motivated to join in, or you compromise so that neither is motivated. Surely, charging participants will put more candidates off?

It seems to me that the most interested parties are the spectators. I would find it very interesting to observe a tournament played on a level playing field. If you could find a way to charge for admission to observe the games, that would allow free admission to participants, without whom the tournament will fail. Any excess funds could be offered as a prize. I might pay $2 to observe something like this, so if I'm typical, you'd be looking for 10 paying spectators per participant.
