IBM provides a lot of information about Watson on their web site.

The front page of http://www.research.ibm.com/ has several links - I don't see 
a 
way to provide a link to the "article" as a whole.

The natural language processing of the questions is non-trivial; Jeopardy uses 
highly idiomatic forms of language.
 
Watson, I believe, would buzz if it had a certain confidence level in its 
answer 
- it already knew the specific answer and was confident in that answer. 

A human would buzz if he had it "on the tip of his tongue", expecting that the 
actual answer would surface in a few seconds.
