My offer was meant both for immediate help, but also for
longterm or later help.

Three pieces for thought, related to the 1986 Chernobyl catastrophy:

(i) In the late 1980's I was assistant in the math faculty
of Bielefeld University. Around 1989 we had a guest from
Moscow, Prof. Levenshtein (coding theory). He told me: "In
russia radiation counters are not available to normal people.
We want to measure radiation." and asked: "Can you help us by 
providing connections to German companies which produce #
elements for such radiation counters?"
Together with "Bielefelder Umwelt-Zentrum" I was able to help
him within three days.

(ii) Still nowadays (25 years after 1986) there is still
pollution by radiation in certain parts of Belarussia and
Ukraine. Regularly in the summer holidays large groups
of school children come from there to Germany to live in
guest families, where there get food, water, juice, ...
without radiation. Friends of "us" have two such guests
almost every year.

(iii) In september 2010 I was in Minsk (capital of Belarussia)
for a mathematics stay. My host also should me the national
library (Octagon) and from there he pointed over the field:
"Do you see the big new building there? That is a clinic specialized
on treatment of radiation victims from Chernobyl."
Perhaps Japan will also need such clinics in the future, and it may
be good to know that other countries/states have already experience
with this.


And a rather different example. Years ago I was also active in
a computer chess forum. When there was war on the balkan (
Serbia against large other parts of the world), one member on
the list (from Belgrad) was in fear of his young daughter. 
Another member, a journalist form Santiago de Chile, took this
daughter to his family for half a year.
